The same way my two brown eyed children produced a blue eyed son, my son and daughter-in-law who have very dark eyes produced one blue eyed and one hazel green eyed child. Recessive genes expressing themselves. In the book Jaime was blue eyed and Claire was amber eyed yet Bree was blue eyed. In any case, in the show it doesn’t really matter.
